I work at the interface between Economics, Law, Information Systems and Public Administration, developing empirical research and applied projects based on public data.

    Degrees in Law and Economics, MSc in Applied Economics and PhD in Economics; practised law from 2010 to 2014; registered economist.

  • Regional Development and Public Policy

    Public spending, education, agricultural prices and policy evaluation, cutting across Industrial and Organisational Economics — location and agglomeration of activities, firm structure and the design of public organisations.

  • Economic Analysis of Law and Jurimetrics

    Court decisions as data — moral damages, case duration, precedents, litigation patterns and the incentives rules create.

  • Artificial Intelligence, digital government and legal decision-making

    AI adoption in the public sector, productivity, governance and security controls; and the theme of Artificial Intelligence, Legality and Legal Decision-Making — under which conditions AI systems can support legitimate, auditable and human-supervised legal decisions.

  • Digital Economy and Digital Law

    Instant payments (Pix), platforms and digital services, data and data protection, cybersecurity and regulation — the economics of digital markets and the law that organises them.

  • Tourism Economics

    International demand, connectivity, price competitiveness and territorial development.

  • Maritime Economics and Ports

    Port shocks, regional resilience and the digitalisation of port processes.

  • Fisheries Economics

    Marine heatwaves, fishing effort, seasonal closures and marine protected areas.

Teaching

I teach at UFAL Penedo in the Information Systems programme and also in Tourism and Fisheries Engineering. The classroom is where concepts turn into concrete questions: Fisheries Economics opened a permanent research front, Tourism strengthened the interest in territorial development, and the subjects connecting Law, Economics and technology drive the jurimetrics and digital-government projects.

Public service examinations

Public service examinations (concursos públicos) are part of my trajectory, both as a candidate and as a civil servant. I passed eight competitive selections for economist, professor, judicial analyst and municipal attorney positions, three of them in first place, and I was also certified in the National Judiciary Examination (ENAM). I still sit public examinations and follow calls, examination boards and the structuring of public careers, which keeps alive my interest in evaluation, management and personnel policy in the public sector.
